Section images *sometimes* save

Whenever we are adding a image (not big in file size or dimensions) to a section, it will say the business plan has saved. We then go to review this in the preview (and web) to find a little broken image icon (displayed below)

Some sections it's saved. Others it's not. It feels temperamental
